My understanding from the definition was that this only blocked installations via the automatic update process, but that doesn't appear to be the case. When trying to update Edge via the PDQ package, it's failing at step 2 (error 1603) again. But it's on my start menu and I'm able to use the browser. Which in turn means it doesn't appear on the PDQ list of applications. It doesn't even show up on the list of installed programs under Control Panel > Programs and Features. I was able to install Microsoft Edge 80.0.361.57 via the PDQ package but now I've run into a different issue.
